The City Plan 2040 has undergone extensive public consultation since 2016. This includes (1) the regulation 18 consultation in 2016 on the main issues and preferred options version of the Local Plan; (2) consultation on the draft version of the Local Plan in 2018; (3) the regulation 19 consultation in 2021 on the first proposed version of the City Plan 2036. The feedback received from all previous engagment rounds has been used to inform future planning policies for the Square Mile.Informal public engagement for the Draft City Plan 2040

To inform the next version of the local plan, which builds upon the full draft plan previously consulted on, another round of informal public engagement took place in 2023. This engagement involved a series of workshops focussed on important policy areas and the key areas of change. In response to the previous engagement rounds and updated evidence, substantial revisions have been made to the City Plan. The full draft of the City Plan 2040 was then submitted to the three committees (Local Plan Sub-Committee; Planning and Transportation Committee; and Policy and Resources Committee) and the Court of Common Council for approval from members.Regulation 19 Consultation for the Draft City Plan 2040

Following approval from the Committees and Court of Common Council, the City Corporation is now inviting representations for the Regulation 19 consultation on the Revised Proposed Submission Document of the City Plan 2040. This consultation will focus on assessing whether the plan is sound, legally compliant and prepared in accordance with the duty to co-operate.Submission to the Secretary of State

Following Regulaton 19 consultation, the public representations along with the City Plan 2040 and other proposed submission documents, will be submitted to the Secretary of State for public examination by the Planning Inspectorate.Examination by the Planning Inspector

Formal Examination hearings will take place later in 2024. The matters, issues and questions to be discussed at the hearing sessions will be determined by the Planning Inspector based on public representations and the proposed submission documents submitted by the City Corporation. At the end of the examination, the Inspector will submit their report to the City Corporation.Adoption by the City Corporation
